Of course, an L lens is compatible. However, I really don’t see the sense in buying a 17-85mm lens AND the 24-70mm lens…because their focal lengths are too similar to one another. Your focal range would be too limited if you have just these two lenses.
The EF 24-70mm f/2.8 L lens is an excellent lens. However it’s main downside is that it’s large and heavy (950g). That’s exactly double the weight of the light-weight, 450D.
If you weren’t getting the EF 17-85mm f/4-5.6…I would suggest you get the excellent (but much dearer), EF-S 17-55mm f/2.8 IS USM lens (weight, 645g).
For wide angle, look at the EF-S 10-22mm f/3.5-4.5 USM.
If you really want an L tele-photo lens (and you like white), you could consider the excellent (and very affordable) EF 70-200 f/4 L IS. It ‘only’ weighs 760g compared to the much more expensive, f2/8 IS version (which weighs in at 1570g).
So, when considering a lens, you really need to determine which focal length/s you will be using the most, how good the actual lens is, how much it costs and even how much it weighs.
